HOLLY DE BEER | Chief Operating Officer; Harris County - Houston Sports Authority


Holly De Beer serves as Chief Operating Officer for the Harris County–Houston Sports Authority (HCHSA), bringing extensive experience in sports, event management, and community engagement. Before rejoining HCHSA, she was President and Co-Founder of the marketing and events agency Relevant Worldwide. Previously, Holly served as Vice President of Events for HCHSA, where she was a key member of the team for nearly nine years, specializing in sales, event management, and execution. Throughout her career, Holly has led numerous high-profile events, including youth, collegiate, professional, and international sports competitions, leaving a lasting impact on the city's sports and events landscape.

Notably, Holly served as President of the 2023 NCAA Men’s Final Four Houston Local Organizing Committee, a major milestone in her career. She has been an influential leader in the sports industry, recognized with the prestigious 2018 Game Changer Award by the National Association of Sports Commissions for her outstanding contributions to both the industry and her organization.

A passionate advocate for sports and community, Holly earned her Bachelor’s degree in Sports, Entertainment, and Event Management from Johnson & Wales University, where she also played for the Women’s Basketball team as a student-athlete. She furthered her education with a Master’s degree in Sports Administration from the University of Northern Colorado. Holly's extensive background also includes roles with the United States Olympic Committee and USA Boxing before relocating to Houston. 

TAMARA LUPO | Chief Operating Officer; Professional Sports Partners


Tamara Lupo is the Chief Operating Officer with Professional Sports Partners. As the quarterback of PSP, Tamara is at her best when the game is on the line. Keeping clients’ goals and objectives at the forefront of planning, Tamara is the first to ask “What does success look like?” and then calls the play for her team to score the winning touchdown. 
 
Tamara leads the team at PSP to over-deliver for clients, challenging them all to re-think the status quo and push the boundaries for brands beyond their expectations. Having been with PSP since its launch in 2012, Tamara is a key leader on the executive team in shaping the trajectory of the agency. 
 
PSP has a strong roster of clients across the country, including Mahindra Tractors, Coaches vs. Cancer, 76, TDECU, Mattress Firm, Toyota, and Protective Life Corporation. Additionally, PSP is a go-to marketing partner for mega events here at home, including Men’s Final Four Houston 2023 and Houston’s World Cup Bid Committee. The sales consulting arm of PSP develops partnerships on behalf of properties, including the naming rights to CHI Health Center in Omaha, entitlement of the LendingTree Bowl in Mobile, and the jersey kit partners for Union Omaha and the Las Vegas Lights.
 
Prior to moving to the agency side of sports business, Tamara spent her career on the team side. With experience in minor league hockey and a touch of the NFL, Tamara worked with the NBA’s Houston Rockets for nine seasons, first in marketing/branding/promotions and later in corporate partner development and activation. 
 
A proud Longhorn, Tamara earned her BBA in Marketing from The University of Texas.

PAT MANN PHILLIPS | Chairman of the Board; Houston Livestock Show and Rodeo


Pat Mann Phillips, a dedicated volunteer since becoming a life member of the Houston Livestock Show and Rodeo™ in 2001, now serves as the Chairman of the Board as of 2023.  
 
Phillips has volunteered with the Corral Club – Suites, Directions & Assistance, Jr. Rodeo, and Special Children’s committees. In 2009, she was the founding chair of the Tours Committee and was integral in laying the groundwork for the committee’s continued success today. Phillips was elected to the board of directors in 2012 and served as a Rodeo vice president from 2016 to 2018, overseeing the efforts of the Transportation, Magazine, Special Children’s, Agricultural Education (formerly Ladies’ Go Texan), Souvenir Program, and Communications & Special Services committees. In 2018, she was elected to serve on the Rodeo’s Executive Committee. 
 
Phillips has also served the Rodeo as Corporate Secretary, member of the Lifetime Committeemen Review Board and the Educational Contributions Review Committee, chair of the Special Events Day Task Force, and an originator and founder of AG4U Day. Additionally, she was a Trailblazer Honoree in 2012. 
 
Phillips is married to her best friend and biggest supporter, Tim Phillips. Together, they have volunteered countless hours to benefit the Rodeo as well as donated financially to the Rodeo through auction buying groups, season tickets and the Rodeo’s Educational Fund. Tim Phillips is the former chair of the Jr. Rodeo Committee and also serves on the Special Children’s Committee. They both are extremely passionate about the Rodeo. 
 
A proud Red Raider, Phillips graduated from Texas Tech University with a BBA in Petroleum Land Management and a BBA in Finance. She has had a successful career in the energy industry for more than 30 years and currently serves as the managing director of Energy Services for Revenade, a global management consulting firm. 
 
Both Pat and Tim share a love for their ranch in Field Store, Texas, Trinity Spirit Ranch, along with the ongoing care and operations of their family ranch in Johnson County, Texas. Additionally, she is a charter member of Texas Women Venture Fund, a member and former director of Ladies of Texas Tradition as well as a mentor and board member of Amigas Para Niños, American Association of Professional Landmen and many more.
